The Town of Rolling Hills hired WLC to provide surfacing improvements on roads throughout the town. Rolling Hills’ roads are unique, as they were constructed using several layers of chip seal surfacing rather than asphalt. WLC provided evaluations of existing roads throughout the Town of Rolling Hills and recommended areas for full-depth repairs for existing road potholes and new chip seal surfacing for aging roads.

Last year, WLC completed the Antelope Hills Residential Subdivision in Rolling Hills which included new roads surfaced with road base only. These newly constructed roads received a double chip seal surfacing treatment with this project providing residents with hard-surfaced roads at a fraction of the cost of asphalt. These roads, along with the other improvements within the new addition, are now open to the public and the Town can sell these new lots for new residential homes. WLC’s services included civil engineering design, land surveying, construction contract administration, and materials testing.

Uniquely, this project was bid twice after only receiving one bid the first time. As a result, the recommendation for rebidding of the project saved the Town nearly $180,000 from the original bidding process. The project was completed on time and within budget.
