WLC was hired by the City of Mills to provide civil engineering design, land surveying, and construction contract administration for the riverfront site development project, making the area much more desirable for public or private development. WLC provided initial services and support for the City of Mills during the State Loan and Investments Board (SLIB) grant application process with maps and cost estimates. After the City received funding, WLC provided land surveying, civil engineering design, floodplain management, construction administration, and materials testing services.

For the riverfront site to be ready for development, WLC prepared and submitted the necessary permitting documents to bring a portion of the lots out of the FEMA floodplain. Additionally, water and sewer connections were located across a major highway requiring additional design work to accommodate the site for development. During design, WLC potholed these utilities to develop a more accurate development design while maximizing the potential of the area.

At completion, the riverfront space is now more attractive and flexible for development and aligns with the Riverfront Study previously completed for the area. This project was completed on time and within budget.
