Since 2014, WLC assisted the Town of Evansville with the pursuit of a secondary access road that took years in the making due to funding and land use. In 2021, the secondary access road, officially named Memorial Way, was completed and offered residents an additional entrance and exit from the Town of Evansville. However, the road was gravel through most of the portion on State Lands and only paved through a small portion of State Lands and the section on City of Casper land. In April 2023, WLC designed the street paving of the remaining gravel section of Memorial Way which included striping and the installation of delineator posts. 

WLC’s services included civil engineering design, land surveying, construction contract administration, as well as reshaping and recompacting the existing crushed-base roadway in collaboration with the contractor. The Town of Evansville now has an entirely paved secondary access road to use in the event that a train derailment or emergency occurs, ultimately blocking the other access point into the Town. This project was completed in June 2023 thanks to grant funding in which WLC helped to administer.
