WLC was hired by the Town of Evansville, Wyoming to perform water system improvements for the Brooks Hat Six Industrial Park area. The project consisted of WLC abandoning the existing water lines and replacing them with new 6, 8, 10, and 18 inch water mains. WLC’s primary services included civil engineering design, construction engineering, construction contract administration, and land surveying. In order to fund and begin services, WLC assisted the Town of Evansville in forming a Local Assessment District (LAD) which consisted of all the property owners in the area. Together, WLC and the Town of Evansville identified property owners, developed construction cost estimates, calculated assessment costs for each property owner based on lot size, and developed spreadsheets displaying each property owner’s expected costs and annual payments. WLC worked in coordination with other major utility companies to avoid conflict with existing waterlines and infrastructure. Overall, WLC provided clear and concise design and expert construction contract administration to keep costs at minimum for the LAD. The project was completed on time and within budget.
