WLC was hired by the City of Casper to prepare a new Stormwater Management Master Plan (SWMMP). WLC hired URS as sub consultant to assist with development of the Master Plan. The project consisted of preparing a new Master Plan to replace the 1983 Master Plan and providing recommendations for future improvements, repairs, upgrades, designs, and financing options while taking into account water quality, water quantity, and various environmental issues. The new SWMMP also identified environmental issues, evaluated the City’s stormwater program and operating costs, and provided recommended improvements. The project consisted of the following specific tasks: Collect and review stormwater requirements for construction and non-construction activities, NPDES permit review and recommendations, Collect and review all existing pertinent information to the project, Inventory of all storm sewer appurtenances including pipe, manholes, inlets, outlets and culverts, Deliver a complete and fully functional GIS database of all storm sewer appurtenances, Perform hydrologic and hydraulic modeling analysis using, Hec-Ras and Info-SWMM, Prepare conceptual alternatives for recommended improvements, Prepare a financial analysis and plan for funding, Prepare the Master Plan documents, Evaluate environmental impacts and concerns.
