WLC Engineering, Surveying and Planning developed and implemented a financing strategy for a public-private partnership to construct a secondary access road to Alcova Reservoir. The project offers more direct access to the reservoir from Lake Ridge Estates and benefits the general public. The only existing access to the reservoir is via Lake Shore Drive, a narrow road between the lake and sheer rock walls with no guardrails or shoulders. The State of Wyoming grant funding has elected to make funding for road projects a low priority. As such, WLC developed a strategy that showed the vital need for this project and demonstrated it is more than a “standard” road project. Specifically, we requested that several state agencies such as Tourism, Homeland Security, Fire Marshall, State Forestry, and the Department of Health review and comment on the application. After contacting these agencies and visiting with them regarding the project and the need, each agency supported the project. WLC also provided design, construction observation, and materials testing on for this project.
