WLC was hired by Stateline No. 7 Architects to provide the civil engineering site design services and construction contract administration for David Street Station. David Street Station is an event area in downtown Casper that features a performance stage and concert area, splash pad, seating areas, outdoor movie screen, winter ice skating rink, vendor space and public restrooms. The Plaza, and the events that are planned there, enhances downtown economically, socially and culturally. The Plaza is expected to draw more than 300,000 people annually to downtown Casper. WLC’s services included developing base maps and initial design concepts, providing a drainage study and designing an underground storm water system; and preparing a site design which included earthwork quantities, curbs, ramps, surfacing sections, utility connections, and dry utilities. Additionally, WLC prepared easement exhibits and legal descriptions and managed the bidding and negotiation of the project. Meetings with several stakeholder groups to help identify the vision for the area were also included. Hired by the Downtown Development Authority of Casper, WLC also provided land surveying and geotechnical engineering services for the project.
