WLC was hired by a local developer and the Town of Evansville to prepare a $1.5 million Wyoming Business Council Business Committed Grant to develop the 72-acre Cole Creek Industrial Park. Development of the Industrial Park required the installation of 2,700 lineal feet of asphalt paved roadways, 2,790 lineal feet of gravity sewer main, 3,040 lineal feet of sanitary sewer pressure main, a sanitary sewer lift station, 6,320 lineal feet of water main, two bores across the BNSF main line for the water and sewer mains, and 4,892 lineal feet of rail spur with connections on to the mainline. WLC prepared the plat for the Industrial Park consisting of 13 lots ranging from 3 to 10 acres. WLC performed the civil design and survey services for the project which included water, sanitary sewer, storm sewer and roadway designs, as well as the railspur designs. Once the design was completed, WLC performed the contract and construction administration services for all portions of the project including the railspurs and other infrastructure. The project was bid as two projects; therefore, WLC was responsible for administering two separate contracts. This project involved coordination with several entities including the Town of Evansville, the WYDEQ, WYDOT, and the BNSF Railroad. In addition to civil design and construction services, WLC also provided grant administration services for the Town of Evansville. These services included all necessary record keeping required by the WBC, preparation of drawdown requests for submittal to the WBC, and preparation and submittal of the quarterly reports and final report.
