WLC Welcomes New Owners

WLC Engineering and Surveying is excited to announce the addition of three new owners to the company, Matt Williams, P.E., Brad Holwegner, P.E., and Justin Stearns, P.E. The new owners join a now seven-person ownership group that represents and manages operations for WLC.

In their new roles, these owners will participate in ownership meetings assisting with the strategic direction of the company and collaborating to oversee all business aspects including operations, staff, finances, marketing, and technical capabilities. In addition, they will continue to provide expertise and service in their current positions as Project Managers and Professional Engineers. Please join WLC in celebrating the three new owners as of January 1, 2023.

Matt Williams, P.E.

Project Manager and Senior Engineer, Matt Williams, is as seasoned as an engineer could get. Matt is a part of both the American Society of Civil Engineers and the National Society of Professional Engineers. Matt’s expertise includes design and analysis of water and sewer systems, geotechnical investigations, coordination and project management, and materials testing. Matt graduated with a bachelor’s degree in Civil Engineering and has served on the WLC team for 16 with 22 total years of industry experience.

Brad Holwegner, P.E.

As Project Manager and Design Engineer, Brad Holwegner has managed many WLC design projects. Along with project management, Brad’s expertise includes land development,  water distribution system design, sanitary sewer collection system design, and drainage system design. As a Design Engineer, Brad is an expert in AutoCAD, Water CAD, and Civil 3D. Brad graduated with a bachelor’s degree in Civil Engineering with an emphasis on Water Resources and Transportation. Brad has 17 years of industry experience with 16 of those years dedicated to WLC.

Justin Stearns, P.E.

With 15 years at WLC, Justin Stearns is a familiar face in the Casper area. As Project Manager and Design Engineer, Justin has added his expertise of civil engineering design, site design, and subdivision layout to countless WLC projects. His design engineering has been applied to pathways, subdivisions, roadways, water and sewer systems, mass grading, large site plans, drainage, and much more. Justin graduated with a bachelor’s degree in Civil Engineering with an emphasis on Water Resources and has 15 years of industry experience – all with WLC!

Other WLC partners include Shane Porter, P.E., President; Jason Meyers, P.E., Vice President; Greg Biggs, Treasurer; and Doug Boyd, P.L.S., Rawlins Office Manager. The existing board is confident these new owners will be an asset to business operations and the continual success of WLC.
