WLC was hired by the Town of Mills to obtain grant funding and provide engineering services to connect two dead-end waterlines between Chapman Place and west of Gehring Street. The connection of the two dead end lines completed a continuous loop that provided redundancy in the area as well as service customers within Mill growth boundaries. WLC provided the surveying, design engineering, construction staking, construction observation, construction contract administration, materials testing as well as grant writing and administration services. The WYDOT R.O.W. was full of dry utilities which led the Town to pursue easements from private residents outside of WYDOT R.O.W. All customers that were supplied water by City of Casper had services that extended to the opposite side of US Hwy 20/26. All services were old and exact locations were unknown. The contractor spent a considerable amount of time locating and abandoning the services to meet City of Casper requirements. The completion of the waterline brought additional fire protection to the area. Also, the customers in this Mills growth boundary are now served by Mills water.
