Jason Meyers, P.E.
As the Vice President, Casper Engineering Manager, and Project Manager, Jason Meyers wears many hats for WLC. Jason has 24 years of experience in the civil engineering industry and has been with WLC for the entirety of those 24 years. His expertise is in project management, roadway and highway design, water transmission and distribution, and much more. Don’t be surprised when you see Jason on site of road, storm sewer, or land development projects.
Josh Owens
As Materials Testing Technician and Construction Observer, Josh Owens is used to getting down to the nitty gritty. Overall, Josh has an impressive 26 years of industry experience. His expertise lies in materials testing, soils, concrete, asphalt, drafting an design, and much more. Therefore, Josh provides project observation, design observation, and materials testing knowledge to WLC projects. Josh also has a Nuclear Gauge Certification.
Justin Stearns, P.E.
With 15 years at WLC, Justin Stearns is a familiar face. As Project Manager and Design Engineer, Justin adds his expertise of civil engineering design, site design, and subdivision layout to countless WLC projects. His design engineering has been applied to pathways, large building sites, subdivisions, roadways, water and sewer systems, mass grading, drainage, and much more.
Matt Williams, P.E.
Project Manager and Senior Engineer, Matt Williams, is as seasoned as an engineer could get. Not only is Matt a part of the American Society of Civil Engineers, he is also a part of the National Society of Professional Engineers. Matt’s expertise includes design and analysis of water and sewer systems, roadway design, site design, geotechnical investigations, coordination and project management, and materials testing.
Rose Velasquez
With 26 years of industry experience, and half of those years with WLC, it comes with no surprise that Rose Velasquez is Senior Materials Testing Technician. Her expertise is no doubt materials testing, soils, concrete, asphalt, aggregate. Additionally, Rose has experience in construction observation and safety protocols. It goes without saying, Rose is a professional in her field.
Shane Porter, P.E.
WLC President and Principal-in-Charge, Shane Porter, is also a Senior Project Manager with 25 year of industry experience. Shane’s expertise lies in project management, water transmission and distribution, sanitary sewer and storm water collection systems, and hydraulic and hydrologic analysis for storm sewer design, to name a few. Shane has been the project manager for the Evansville Water Treatment Plant, Casper Stormwater Management Master Plan, and South Torrington Water Sewer District.
Brad Holwegner, P.E.
As Project Manager and Design Engineer, Brad Holwegner has managed many WLC design projects. Not only is his expertise in project management, Brad’s expertise also includes land development, traffic study analysis, water distribution system design, storm sewer collection system design, pathway design, and drainage system design. As a design engineer, Brad is an expert in AutoCAD and StormNET.
