Bryan-Evansville Road Reconstruction

WLC will provide civil engineering and construction contract administration services for the Bryan-Evansville Road Reconstruction Project that was bid in January. Designed in 2023, the project plans include a full reconstruction of the road, including concrete curbs, gutters, a storm sewer system, and roadway lighting. WLC has extensive expertise in road construction and improvement projects, as well as a long-standing client relationship with the City of Casper, the project owner.

The project includes the reconstruction of Bryan-Evansville Road from East K Street to Angus Street. WLC will work with local construction company Knife River beginning in Spring 2026, with the project scheduled for completion in September 2026.

Street quality impacts the economic development and overall quality of life within the community. When it comes to city streets like Bryan-Evansville Road, WLC considers many factors to ensure safe, accessible streets.

  • Drainage: As WLC planned the road design for this project, controlling water runoff remained essential to city flood safety, with surface and subsurface drainage prioritized to mitigate flood risk and prevent erosion.
  • Storm sewer: WLC’s design plans ensure that the storm sewer design for the Bryan-Evansville Road project will not interfere with current systems.
  • Community: When designing a municipal street, such as the Bryan-Evansville reconstruction, the overall value and safety the road will add to the community must be considered. WLC designed the roadway lighting system to meet applicable safety standards, enhance nighttime visibility, and integrate efficiently with the surrounding transportation and utility infrastructure.

This project will be funded through the City of Casper’s fifth-cent optional sales tax dollars allocated for street improvements. We are excited to work with the City again to continue building a safer community.
