WLC was hired by the City of Mills for the design, survey, materials testing, and construction contract administration for the Mills Water Treatment Plant Finishing Tank. Originally designed in 2019, the project was paused due to the COVID-19 pandemic. WLC supported Mills during the grant application process through WCDA with maps, cost estimates, and more. Once the city received funding, WLC provided engineering design services that were delayed due to the pandemic, but after resuming services, our team determined the original budget was significantly less than what was needed post-pandemic due to rising costs for construction materials.

Therefore, WLC worked with Mills in procuring additional funding through the state with ARPA funds to keep the project moving. The completed project provides redundancy within the water treatment process, allowing the water treatment plant to take the existing finishing tank offline for maintenance. The finishing tank also provides the water treatment plant with twice the capacity for finished water processes.
