Shane Porter, P.E.
WLC President Shane Porter is also the Senior Project Manager with 28 years of industry experience. Shane’s expertise lies in project management, water transmission and distribution, sanitary sewer and storm water collection systems, and hydraulic and hydrologic analysis for storm sewer design, to name a few. Shane currently serves as the Town of Evansville’s engineer. Shane has been the project manager for the Evansville Water Treatment Plant, Casper Stormwater Management Master Plan, and South Torrington Water Sewer District.
Jason Meyers, P.E.
As Vice President and Owner, Casper Engineering Manager, and Project Manager, Jason Meyers wears many hats for WLC. Jason has 27 years of experience in the civil engineering industry and has been a part of WLC for the entirety of those 27 years. His expertise is in project management, roadway and highway design, water transmission and distribution, and so much more. Don’t be surprised when you see Jason on road, storm sewer, or land development project sites.
Justin Stearns, P.E.
With 18 years at WLC, Justin Stearns is a familiar face. As Owner, Project Manager and Design Engineer, Justin has added his expertise of civil engineering design, site design, and subdivision layout to countless WLC projects. His design engineering has been applied to, subdivisions, roadways, water and sewer systems, mass grading, drainage, site plans and much more.
Brad Holwegner, P.E.
As Project Manager and Owner, Brad Holwegner has managed many WLC design projects as a Design Engineer. Not only is his expertise in project management, but Brad’s experience also includes land development, , water distribution system design, storm sewer collection system design, pathways, subdivision design and drainage system design. As a design engineer, Brad is an expert in Civil 3D , Water CAD and much more.
Matt Williams, P.E.
Project Manager, Senior Engineer, and Owner, Matt Williams, is as seasoned an engineer as can be.. Matt currently serves as the City of Mills Engineer. Matt’s expertise includes design and analysis of water and sewer systems, geotechnical investigations, project coordination and project management, and materials testing.
Rose Velasquez
With 29 years of industry experience, and half of those years with WLC, it comes as no surprise that Rose Velasquez serves as Lab Manager and Senior Materials Testing Technician. Her expertise is no doubt in materials testing, soils, concrete, asphalt, and aggregate. Rose is also experienced in construction observation and safety protocols. It goes without saying, Rose is a professional in her field.
Frank Froehlich
Engineer-in-Training, Frank Froehlich, runs AutoCAD Civil 3D and works on design projects for site plans, roadway and water, sewer and storm sewer projects. Frank also has experience in surveying and, on occasion, helps WLC surveyors with construction staking in the field. Additionally, Frank has worked on plot plans, storm water management, CAD modeling, SolidWorks, surveying, construction staking, and building base maps.
Nate Velasquez
As Materials Testing Technician and project observer, Nate Velasquez is a professional in soils, concrete, asphalt, aggregate, and materials testing for construction projects. Nate has over 20 years of experience and has spent several of those years on the WLC team. Nate can be seen around town observing construction projects and conducting materials testing.
