BP/AMOCO Refinery Remediation & Reuse
Casper’s first refinery was built in 1913 and was the backbone of the community until December 1991 when Amoco opted to close the operation.
Remediation began in earnest in 1997 with creation of the barrier wall to protect the North Platte River. The land from the former refinery was then redeveloped to create valuable community space for a championship golf course, an office park, a parkway with trails, and a whitewater kayak course on the river.
WLC was instrumental in the civil design and surveying for the golf course and business park we all enjoy today. WLC also designed and platted the Salt Creek Heights Business Park — which we remember as the Tank Farm — north of First Street.
WLC continues to be involved with the Joint Powers Board, with the most recent project being the pedestrian bridge across the North Platte River at the Whitewater Park and as the utility locators for excavations and future development.
