WLC has been the Town Engineer and Planner for Mills since 1978. In this role, WLC has served in various capacities as town engineer. We provide the following services for our municipal clients: prepare plans, specifications, contract documents, cost estimates, reports, inspections, construction supervision, construction surveying, and property surveys for capital construction projects; perform surveys of streets, alleys, and other places as needed; perform ESAs for project specific requirements; review subdivision improvement plans in conjunction with city staff and developers. Provide support services as Contract Town Planner; approve other firms engineering plans and developed standards for public works; complete various civil and geotechnical engineering designs and field work, as well as surveys for WLC or other consulting firm’s municipal projects; executed asphalt, aggregate, and concrete materials testing for QC/QA; develop comprehensive GIS systems; secured more than $6.7 million in project funding through grants writing since late 2006; and provide grant administration services including environmental clearances and reporting requirements.
