In 2017, WLC was hired by the Town of Mills to complete the 3rd Avenue reconstruction. WLC provided the land survey, design engineering, construction staking, observation, materials testing, and construction administration. The project included adding sidewalk, extending both sides of the street, overlaying Buick Street and Third Avenue, and updating ADA ramps throughout the project limits. Third Avenue is adjacent to Mountain View Elementary School in Mills. As such, it was important to ensure construction did not impede traffic flow during the school year. WLC phased construction so that critical work was completed, and traffic was able to move freely around the school prior to the start of the school year. WLC worked closely with the school’s staff and Natrona County School District #1 to ensure the last remaining would not cause issues during the school year. The creation of the sidewalks and street widening added a significant amount of parking on 3rd Avenue. It also created a much safer environment for all pedestrian traffic at the beginning and end of the school day.
